About Our Departments

Town Manager - The Town Manager's Office is responsible for supervising many of the day to day operations of the town.

Town Clerk, Treasurer & Tax Collector - These offices are responsible for birth, marriage, death certified copies, marriage licenses, and fishing, hunting licenses, passports, cemetery records, dog licenses, the election process ( including voter registration), landfill stickers, vehicle registrations and real and personal property taxes.

Finance & Human Resources - The Finance Department and Human Resources office is responsible for human resources, payroll, budget preparation, accounts payable and bookkeeping, as well as Town Insurance Agent.

Assessors Office - The mission of the Skowhegan Board of Assessors and the Assessors’ Office is to maintain fair and equitable assessed valuations and accurate ownership information that are the basis of the allocation of municipal property tax burden in accordance to state law. The Office maintains extensive information on all properties in Skowhegan which is readily available for inspection or review by taxpayers and the public. Informational requests related to property taxes, tax policy or law, tax exemptions, etc. are processed as quickly as possible.

Code Enforcement - The Code Enforcement Office issues Occupancy Permits for new and renovated structures in Town, it also issues plumbing permits and shoreland zone permits. The Code Enforcement Officer enforces all Town adopted land use ordinances. The Code Enforcement Office and Fire Department work together to inspect existing apartment buildings and businesses for life safety issues. If a property owner is planning a building project near the water, they should call the Code Enforcement Officer before any construction work begins.

Solid Waste & Recycling - The Solid Waste Management Facility located at 29 Transfer Station Drive, handles municipal solid waste, construction demolition debris and brush through the transfer station. Pollution Control - The primary mission of the Skowhegan Water Pollution Control Plant is to provide efficient and cost-effective collection and treatment of wastewater to protect human health and the environment. This includes wastewater treatment, sludge treatment and displosal, maintaining the exisiting wastewater infrastructure and planning for future expansion.

Town Planner - The Planning Department provides professional short-term and long-term land-use planning services to Skowhegan residents, taxpayers, Board of Selectmen, Planning Board, Heritage Council, Conservation Commission and many other Town Boards and Staff, so that physical changes produced in the built environment reflect to the largest degree possible, Skowhegan’s aspirations and economic capacity.

Economic & Community Development Office - The Economic and Community Development office handles business information request, loans, track unit vacancies, as well as handling rehab on Skowhegan homes and apartments Skowhegan low income citizens. CDBG Grants are administrated in house, such as the downtown revitalization, and the Non Profit grant that are currently underway at this time.

Fire Department - The mission of the Skowhegan Fire Department is to protect the lives and property of its citizens by providing the community with the best possible fire protection and emergency services.

The department also provides non-emergency public services for the citizens of Skowhegan such as fire safety education and fire and life safety inspections.

The department makes every attempt to provide the services the community requires with the greatest possible efficiency.

Police Department - The mission of the Skowhegan Police Department is to maintain peace and order by providing high quality police services that are responsive to the needs of the community, We protect life and property by apprehending those who commit criminal acts, by developing partnerships to prevent, reduce, or eliminate neighborhood problems, and by providing police services that are fair, professional, and respectful of the dignity of all individuals.

Highway Department - The mission of the Skowhegan Highway Department is to improve the quality of life by providing essential services to insure maintenance, improvement and protection of the Town’s infrastructure and natural resources including highways and sewers.

Parks & Recreation - The mission of the Skowhegan Parks & Recreation Department is to provide quality programs, parks, facilities and a variety of enrichment opportunities with a professional standard of excellence that enhances the quality of life for all citizens and visitors in our community.
